ARTICLE 50: GENITAL CUTTING OF MALE MINORS
SEC. 5001. PROHIBITION OF GENITAL CUTTING OF MALE MINORS.
Except as provided in SEC. 5002, it is unlawful to circumcise, excise, cut, or mutilate the whole or any part of the foreskin, testicles, or penis of another person who has not attained the age of 18 years.
SEC. 5001. DIVIETO DI TAGLIO DEI MINORI GENITALE MASCHILE.
Salvo quanto disposto nella Sez. 5002, è illegale la circoncisione, le accise, tagliare o mutilare in tutto o in parte il prepuzio, i testicoli, o il pene di qualsiasi persona che non ha raggiunto l'età di 18 anni o senza motivazioni mediche reali.
SEC. 5002. EXCEPTIONS.
(a) A surgical operation is not a violation of this section if the operation is necessary to the physical health of the person on whom it is performed because of a clear, compelling, and immediate medical need with no less-destructive alternative treatment available, and is performed by a person licensed in the place of its performance as a medical practitioner.
Operazioni mediche o chirurgiche su neonati o bambini vanno eseguite solo se strettamente necessarie e per fini medici reali e non di interesse dei singoli medici.
(b) In applying subsection (a), no account shall be taken of the effect on the person on whom the operation is to be performed of any belief on the part of that or any other person that the operation is required as a matter of custom or ritual.
nessuno deve essere sottoposto a intervento, mutilazione o alla circoncisione per soli fini rituali(religiosi)
SEC. 5003. PENALTY.
Any person who violates any provisions of this Article shall be deemed guilty of a misdemeanor and upon conviction such person shall be punished by a fine not to exceed $1,000 or by imprisonment in the County Jail for a period not to exceed one year, or by both such fine and imprisonment.

This same organization has successfully proposed a circumcision ban in San Francisco, which means the initiative will appear on the city's ballot for an upcoming vote this fall. Lloyd Schofield, a San Francisco resident who is leading the charge to ban the minor surgery in his city, told the Associated Press, "Parents are really guardians, and guardians have to do what's in the best interest of the child. It's his body. It's his choice."
Neither the San Francisco nor the Santa Monica proposals contain an exception for religious reasons, which for some transforms the ban into a First Amendment issue. David Lehrer, a Jewish leader, told the LA Times that "It takes the notion of the Mommy State to a ridiculous extreme. It probably touches upon being anti-Semitic." But others in the Jewish community are using the proposal as an opportunity to openly discuss the ambivalence and feelings of conflict that many Jewish parents have when they decide to circumcise their sons. Rabbi Brad Hirschfield recently penned an op-ed in the Jewish Journal in reaction to the Santa Monica initiative. Hirschfield confessed that after the birth of his three daughters, he felt "a certain inchoate sense of relief at being spared the obligation to circumcise them eight days later."

un'iniziativa lodevole nata per proteggere i più indifesi.
a San Francisco sono da sempre paladini dei diritti e della libertà, questa non è quindi la prima iniziativa del genere, speriamo che a novembre ottenga il quorum, che i cittadini si mettano una mano sul cuore e in attesa... incrociamo tutti le dita, Good luck!!
l'idea mi pare buona, penso ci vorrebbe una legge simile pure in Italia.
non ci vedo nulla di male nel vietare una simile barbaria da medioevo, che poi detto tra noi, sino al 1940, neppure si faceva negli stati uniti e dico tutto!!
gli stati uniti nn possono essere la + grande democrazia al mondo e poi permettere simili barbarie!!! prendano esempio dai paesi scandinavi, dove l'hanno già vietata dal 2006.
Come donna e come madre sono contraria alla circoncisione o a ogni mutilazione genitale, maschile o femminile che sia, penso sia giunto il momento di non consentire più simili "crudeltà" senza giustificazione alcuna su bambini minorenni.
